SAN FRANCISCO (BCN) – San Francisco District Attorney Chesa Boudin joined police on Wednesday and sought the public’s help to find Jean Chang Kan Fung, an 84-year-old at-risk woman who has been missing since Friday.
According to police, Fung went missing on Friday around 3 p.m. after leaving her home in the city’s Richmond district for a walk.
Police Investigation Commander Raj Vaswani said California Highway Patrol officers soon encountered Fung at the Presidio and took him to a Safeway grocery store at 15 Marina Blvd.
“CHP initially saw her near the MacArthur Tunnel, they contacted her and she was not distracted and did not appear to have any medical problems,” he said.
Fung’s family reported his disappearance later that night. Vaswani said officials are currently reviewing surveillance videos from the area and looking into the possibility that Fung may have traveled out of town.
“We are working closely with the family and trying to find any favorite place that he is comfortable with,” he added.
Because Fung speaks Toison and Cantonese, the CHP officer who gave Fung the initial ride before reporting his disappearance used a language app on his phone to communicate with him.
According to Boudin, Fung’s case highlights the need for more options for people who do not speak English and need immediate help.
“It’s imperative that every time someone calls 911, every time there’s an emergency, they can get help as quickly if they don’t speak English as they do. Collectively, a city’s As a matter of fact, we have to do a lot to ensure that the language is accessible. It is not a problem that is confined to a single agency.
“Wherever you go in San Francisco, we need to do better to provide full language access. This is a significant logistical challenge, this is a staffing challenge, this is a resource challenge.”
Boudin said, “We don’t know where the communication went wrong, but we do know he didn’t get the ride home, we know he didn’t get the ride closer to his home. It’s hard to say where the communication breakdown was, But I think we all think that if there had been more language access… perhaps this disastrous situation could have been avoided.
“Our entire family has been deeply concerned since Friday,” Fung’s family said in a statement.
“Due to the language barrier, we believe she left feeling helpless and scared there. Please help us reunite.”
Fung is said to be 5 feet tall and weigh 90 pounds with white hair. She was last seen wearing a red or pink puffy jacket, purple sweater, brown pants, black UGG shoes and a red beanie with the LG logo.
Anyone who sees Fung should call 911. Anyone with more information about his disappearance is asked to contact the San Francisco Police at (415) 575-4444 or write a message at TIP 411 beginning the message with “SFPD.” is.
